Black Hill Reserve is the Ballarat stop to choose when the group wants a more active outdoor plan than a lake walk or garden visit. The official City of Ballarat page describes the reserve as including Black Hill lookout, with sweeping views of Ballarat and the surrounding district to the south. That makes it useful even for visitors who are not riding: the lookout can be the short, focused reason to go.
The reserve is strongest for mountain-bike riders. The council source says Black Hill has become a focal point of downhill mountain bike riding in Ballarat, with six cross-country trails, four downhill trails, two pump tracks, a skills area and an advanced jump park open for use. Treat that as the main planning clue. If riding is the purpose of the outing, give Black Hill the main slot in the day instead of trying to squeeze it between several museums, restaurants and lake stops.
For mixed groups, split the plan by interest. Riders can use the trail network, while non-riders keep the visit simple around the lookout and views. Do not assume this is the same kind of relaxed picnic plan as Victoria Park, Buninyong Botanic Gardens or Lake Wendouree; those are better when the priority is lawns, gardens, playgrounds or a slower family stop.
A sensible Ballarat day is Black Hill Reserve first, then one lighter central stop after the active session.
