The council's Thunder Point page describes an ocean-facing car park, viewing platform, and a roughly one-kilometre trail towards Shelly Beach and Levys Point. The coastal route includes hills and uneven ground and is not described as mobility-friendly. Use the viewing platform for the simplest stop, and check wind, rain, tide, track condition, and daylight before attempting the longer walk.
